NFL, referees' association negotiating new CBA as replacement officials contingency plan emerges

The National Football League (NFL) and the NFL Referees Association (NFLRA), the union representing the league's on-field officials, are in negotiations over a new collective bargaining agreement set to expire on May 31, 2026.[1]

The league has begun preparing contingency plans for replacement referees should talks extend contentiously into the 2026 preseason or season, according to reports. Pro Football Talk first reported the possibility, citing sources familiar with the matter. ESPN reviewed internal NFL emails stating the league is laying the groundwork for potential use of replacement officials.[1][2]

ESPN college football analyst and "Pat McAfee Show" host Pat McAfee, a former Indianapolis Colts punter who played in the NFL from 2007 to 2013,[3] criticized the prospect on X, calling for greater accountability from current officials rather than replacements.[4]

A similar situation occurred in 2012, when a labor dispute led to replacement referees -- primarily from Division III colleges, high schools, and developmental leagues -- officiating the first three weeks of the season before a deal was reached.[5]

The replacements' tenure ended amid controversy following the "Fail Mary" play on September 24, 2012, during a Monday Night Football game between the Green Bay Packers and Seattle Seahawks at what was then CenturyLink Field in Seattle, Washington. On the game's final play, Seahawks receiver Golden Tate was ruled to have simultaneous possession with Packers defender M.D. Jennings on a Hail Mary pass, awarding Seattle a touchdown in a 14-12 victory.[6][7]

The NFL has previously stated its commitment to improving officiating through enhanced performance standards and accountability to ensure top officials handle high-profile games.[1]
